Nursing Councils at
Rutland Regional

At Rutland Regional, we believe that our nurses are experts in their field. That’s why we look to our nurses to provide leadership that helps us achieve our vision of being the region’s best community hospital.

Our shared governance model allows our nurses to participate in decision-making that affects the delivery of nursing care. Our Center of Nursing Excellence, organized via council structure, gives our nursing staff the opportunity to shape the core elements of our nursing practice by:

  • Ensuring the quality of nursing care delivered to our community
  • Providing the structure for nursing staff to lead and direct the practice of professional nursing
  • Promoting a unique identity of nursing to the organization and the community
  • Reinforcing personal and professional pride in nursing
  • Strengthening the integration of research and evidence-based practice
  • Providing a base for decisionmaking on practice-related issues
  • Providing a base for recruitment and retention-related activities
  • Integrating all nursing educational programs
  • Communicating the accomplishments of nursing staff

Professional CARE and Development Council

Rutland Regional Medical Center nurses Celebrate, Advocate, Recognize and Empower each other in their professional growth and development. During our Magnet® Journey we acknowledge and promote nursing excellence throughout the organization.

The Professional CARE and Development Council meets monthly to:

  • Communicate the Magnet® Journey to all areas of the hospital and the community;
  • Collaborate with Human Resources to help recruit professional nurses;
  • Identify and facilitate strategies to enhance retention of nursing staff;
  • Support a healthy work environment for all staff;
  • Create and support systems, such as mentoring, to foster professional learning and growth;
  • Plan recognition events including Nurse Recognition Day;
  • Advertise and promote the work of all the councils; and
  • Support and promote the Clinical Advancement Program.

Quality Improvement and Professional Practice Council

Great nursing combines compassion and empathy with proven science. Rutland’s Quality Improvement and Professional Practice Council works to assure that nursing practice at Rutland Regional is derived from research and evidence based standards of care. The Council offers a forum for discussion and exchange of information and ideas promoting, supporting and advancing professional nursing practice and continuous improvement.

Council Responsibilities:

  • Supports and monitors compliance with nursing policies and procedures;
  • Ensures the adoption of appropriate nursing care standards and current research evidence-based practice;
  • Evaluates trends and appropriate benchmarks using the PDCA process to recommend, plan and implement improvements;
  • Re-evaluate ongoing trends for unit specific and hospital specific quality indicators;
  • Collaborates with other hospital councils and disciplines to facilitate and promote state-of-the-art nursing practice;
  • Encourages and promotes nurses to bring practice issues to the Council and is a forum for resolution;
  • Serves as a decision-making body for nurse practice;
  • Integrates the nursing performance improvement plans with the hospital-wide improvement plan; and
  • Reports quarterly on hospital-wide quality indicators and shares data with staff, ensures data is included in departmental plans and accountability is monitored by leadership.

Research Council

Rutland Regional Medical Center nurses are encouraged to raise questions about nursing practice, and to advance the practice of nursing through the promotion and dissemination of nursing research and evidence based practice.

To encourage research by nurses, Rutland Regional has established a Nursing Research Council.

Council Responsibilities:

  • Educating staff on the value of research, the research process, and the utilization of research findings so that nursing practice is evidence based and knowledge driven;
  • Providing nurses with the support needed for research utilization;
  • Establishing a format to evaluate research proposals;
  • Facilitating, coordinating and communicating nursing research findings within the health system;
  • Representing the Nursing Research Council to the Institutional Review Board; and
  • Presenting all proposals to the Nursing Coordinating Council.

Staffing Council

Direct care nurses and nursing administrators at Rutland Regional Medical Center collaborate to increase communication and maintain a positive work environment while improving patient outcomes.

Council Responsibilities:

  • Uses best practice research to assure consistent application of the care delivery system;
  • Analyze data regarding unit budget formulation, implementation, monitoring and evaluation as it relates to staffing;
  • Participate in the staffing and scheduling processes;
  • Work in collaboration with the Professional Development & CARE Council to identify recruitment and retention issues;
  • Review and investigation of Concern Forms; and
  • Make recommendations to Nursing Leadership Council with respect to staffing and scheduling issues.

Coordinating Council

Supporting the philosophy of shared governance, the Coordinating Council oversees the functions and activities of all the councils by:

  • Integrating the organization's vision and goals into all aspects of council activities;
  • Providing a mechanism for sharing decisions made by the individual councils and nursing units;
  • Reviewing goals and objectives and annual report of each council; and
  • Supporting leadership development of members of the nursing staff.
